can someone tell me when you were allowed to summon a monster above level 4 without tributing?

ALSO- State whether it can destroy face-up or face-down monsters with it's effect.

In the traditional Game, but it is not allowed here unless by a card effect, and i just noticed something,

His ATK and DEF are waaaaaaaaaay too high, some level 8 monsters only have 2400, then again so does Chainsaw Insect, but no level 5 can have 2800, only a level 8 or Higher can.

Hmmm. ok then. that makes no difference to me, I don't believe I have any lvl 5 cards in my deck anyways
